In answer to your first point yes - things will change. As has been said before some people will not be happy. Some businesses will lose out. Some people will be happy. Some businesses will do better.

Messing is the wrong word to use but yes I think it would be highly likely that as routes will have to change driving a car to some destinations will take longer. I think that is the whole point. Slower by car. Faster by public transport or active travel.

No - you're not stopping them getting to parts of the city depending on where they come from. Whether you're coming from Finglas or Dundrum you can still go to the same places. Just making them take a different route.
The city center is not just for retailers profit. Every decision does not have to be based on whether businesses can survive. As a previous poster has said the proposed change may be bad for some but may be good for other businesses.

I suggested spending money elsewhere as opposed to on cars that are getting bigger, heavier and more expensive every year.
And yes - most need cars. Just not as many or as big as they currently are.
More cars. More pollution. More noise. More obese kids and adults. More traffic. More quality of life?
Or just spend the money that is saved by not buying a second hand SUV on something worth while.
