Yes you are right HAP are deducting the tax from his rent. He is back in November so will sort out the tax clearance cert, although he did go to a tax assist place before he left in August and they told him to come back next year . Were not great at explaining things.

The registration form states to use TC1 if non resident . So does he just fill in TC1. The registration form is contadicting itself
