From what I can see, I understand I can convert a garage to domestic use without planning. I can also build a two storey extension within limits without planning.

I cannot see if it's acceptable to do the two storey extension < 40 sq m, and also convert an existing garage at the same time, i.e increase by the 40 sq m and convert the garage thereby adding say 60 sq m of new living space?
 
My understanding is the garage conversion will count towards the 40sqm limit.
 
You can't do both if the combined total exceeds 40sqm. The Regs state (edited) "The extension of a house, by the construction or erection of an extension... to the rear of the house or by the conversion for use as part of the house of any garage... attached to the rear or to the side of the house.
 
Don't forget that the planning-free 40 sq m allowance is based on the original planning permission, not based on when you acquired the house.
This allowance may have been used by a previous occupant.
