I know that there is a cost neutral scheme where you can get an actuarially reduced pension and leave. But what if you have left, preserved pension and maybe lose your new job or suffer ill health can you access your pension early?

But maybe it depends on your age? I'm 50 and eligible for cost neutral early retirement. If I leave the PS and preserve my benefits til 60/65 - can I change my mind and take my pension earlier? Maybe that is what the OP means?

Yes that's what I mean. Would not be eligible for unemployment with class d so if things went bad no real fall back.

In the PS you have to be over 60 to go on pension, unless you are retiring due to ill-health.

Question is if already left PS could you get actuarial reduced pension before 60
In the original circular, it was stated at para 7 that the decision to take cost neutral early retirement must be taken no later than the date of resignation, although an exception was made for those who had already resigned since April 1st, 2004, for a limited time only. So, unless this has changed, the answer to your question would be no. For more reliable information, give the relevant superannuation office a call. Google 'actuarially reduced public service pension' for more info and Select 1st or 2nd link.
