Small claims court for refund

In June 2014 I bought a wing mirror online for €69.20. It was the wrong one so I paid an extra 10.70 for what I thought was the correct one.
Wrong too so I sent it back and was assured of a refund.
I got the refund of 10.70 but not the 69.20.
Numerous phone calls and emails and told that the €69.20 had gone out of their acount via aib merchants nothing more they could do.
Called into my own bank, nothing they can do.Tried contacting aib merchants but trace has to be instigated by the refunded himself.

He won't answer phone, I've left messages and emails asking him nicely if he could do this. No reply.

Can I go to small claims court regarding this?

You have no legal entitlement to a refund unless the product is faulty, which complicates matters.

Time might be an issue too.

At this point the OP has neither a product nor their refund though, unless I'm reading it wrong...
 
Correct , no product and no money and supplier swears the money went out of his account.
